  • Attics with more than 24 inches of clearance: existing insulation must be R-14 or less, and the finished attic must reach at least R-38.
  • Attics with less than 24 inches of clearance: existing R-11 or less, finished at least R-19.
  • Insulation must be new, ENERGY STAR certified, show its R-value on the packaging, and sit between the living space and the unconditioned attic.
  • Not available for new home construction, or for gas-heated homes without air conditioning.
  • One rebate per measure per account, with a separate application per service address.

About spray foam: the rebate covers insulation between the living space and the attic, which is usually the attic floor. Spray foam on the roof deck sits outside that line, so it may not qualify. We check your project against the rules before you count on the rebate.

The paperwork

CPS Energy asks for a receipt or invoice showing the existing and final R-values and the total square footage. If existing insulation is below R-5, it also asks for attic floor photos with a ruler close-up. Our completion report includes those numbers and photos for qualifying jobs.

CPS Energy's page lists two different filing deadlines (30 days after completion in the terms, 90 days from purchase elsewhere). File within 30 days to be safe.

What about the federal tax credit?

The federal 25C credit for insulation ended for work placed in service after December 31, 2025. Source: Instead: what Section 70505 ended for the 25C credit.
